A crucial aspect of government operations, and managing working hours and absences of public employees is an essential part of this function. Properly handling these aspects is vital for maintaining efficiency, fairness, and accountability within public organizations.

The Civil Service Commission, being the central personnel agency of the government established  a uniform application and proper observance of the schedule of working hours in all government offices for the convenience of the public, and pursuant to CSC Resolution No. 91-677 dated June 4, 1991 and MC No. 6, s. 2022
